Question Low FPS w brand new PC

So here are my specs

AMD Ryzen 5 3600 at 3.8ghz
Rtx 3060 12GB
G.Skill trident z 16gb at 3200mhz
Samsung 980 500GB
EVGA 750W platinum

Trying to run rdr2 on High/ultra settings and getting 30-40 fps. 60% CPU and GPU utilization and temps are around 60C. My old 1060 6GB ran the game better and my pc is brand new. Other games im getting poor fps as well. Bios looks normal and my pc detects all my parts, not quite sure whats going on. Any ideas?

Is your 16 GB of RAM a single stick of 16 GB or two sticks of 8 GB?
