[SOLVED] Low FPS when CPU and GPU are not at 100%

My laptop: HP Pavilion gaming -i5 9300H- GPU 1650- RAM 8GB 2667 Hz. HDD 1TB (Im going to change to a SSD soon)
I set PUBG Graphic at high-medium, when running FPS is around 50-60. GPU and CPU usages are around 50-60% more or less, never reached 70% tho.
Is anyone know whats going on? Thank you.

Go to control panel -> power settings and make sure you're not limiting your CPU's Max Frequency. If that's not the issue then there's a bottleneck somewhere other than the CPU/GPU or possibly even cooling. What are your temps?
