Low FPS when in borderless window, but not in Exclusive Fullscreen

This is proving to be a very annoying bug with no obvious solutions. Essentially, when I'm playing any game that renders in a borderless window, either by design or by option, the game will have a maximum framerate of around 22 fps when selected. However, when I run the game in Exclusive Fullscreen, or when it's unselected and running in the background, the game runs as I should expect with my rather powerful system. This issue is occurring with every game I have, and first showed up around April.

As for attempted fixes, I've run DDU (Display Driver Uninstaller) several times. I've run full virus and malware checks with Malwarebytes, HitmanPro, Adware, and Avast. I've used Process Monitor to check for potential priority issues, to no avail.

Anyone else been having this issue? Anyone figure out the cause, or a solution, or have ideas for fixes. It's ultimately a manageable problem, but it sure is annoying as hell.

Turns out it's an issue with G-Sync, feel a little foolish for failing to notice this. Apparently with Nvidia Driver Version 368.22 and earlier, setting G-Sync to run in windowed mode is the cause. Unknown why.
 
I think I have fixed this issue with my system at least.

I noticed in nvidia control panel that under displays, one of my two monitors was selected as the primary display, but the little green box that said "focus display", was set to my OTHER screen. That was the problem. In a SLI + multimonitor setup, SLI will render full force to ONE monitor, the one marked as Primary AND FOCUS display. Make sure your setup is like that if you run SLI + multimonitor. I now dont have gsync lag in full screen windowed mode anymore.
