Low FPS when not moving, high when moving

Hello.
I got this weird problem that I have not had before.
The problem is that whatever game I play (CS:GO, League or BF1) I get low FPS when standing still. When I move, I get the usual FPS.
In CS:GO I get 70FPS when standing still, and around 100 FPS when moving.
In League I get 40 FPS standing still, and 144 FPS when I move the camera. The faster I move the camera, the higher FPS I get.

My specs:
AMD Radeon HD 7950 Vapor-X
AMD FX-8350
Kingston 8Gb RAM
Windows 10
 
Solution
Hmm, do you have Radeon Chill enabled (setting in AMD Crimson drivers)? I think it's supposed to reduce GPU frequency/power when there's not a lot going on on-screen. Maybe standing still in tricking it into doing this?
