Question Low FPS when power limit is set to 100%

Recently, any game I've been playing, have been experiencing FPS drops of around 40-60frames in any game when my GPU power limit is set to 100%. When I set the power limit to 70%, it does improve the FPS. Have noticed that the GPU power only gets to around 150W under load with around 55% power consumption. GPU usage stays 97-99% and temperatures of GPU don't really go past 70 degrees at both 100% limit and 70% limit

Unsure what might be the issue here. Have tried a clean uninstall and reinstall of drivers, Clean install of Windows 10, updated mobo BIOS, reseated GPU and PSU cables and have cleaned dust from the case. Have had this build since mid 2019, never had this sort of issue until the past couple of months

Specs are:
AMD Ryzen 7 3700X
Asus Strix ROG RTX 2080 8GB Advanced
Kingston HyperX DDR4 3200 C16 2x8GB
Asrock X570 Phantom Gaming 4
eVGA 220-G2-0750-XR 750W G2 80+ Gold Full Modular Power Supply

Any advice/help would be greatly appreciated

Yep, everything is clocking as it should be, I’ve noticed the power consumption sits around 65% roughly - around 160watts when the card is under load and at 100% power limit on afterburner
