Low fps when recording with fraps

I am getting low fps when recording with fraps from 35 to 50 fps in cod mw2 even with my good pc and the video lag.
my pc specifications
Mb: asus rampage 3 extreme
Cpu: intel core i7 950 @ 3.07GHZ
Gpu: Asus ares
rams: 6 Gddr3
hard drive: 820 GG
monitor: asus full hd ve246h
i am running it at 1920 X 1080
sync off
anti aliasing off
and every thing else on max
i get from 250 to 300 fps without recording but if i record, it drop to 45 fps and it the video lag

I don't know what to do, even my friend has gpu only 2 g drr5 and he can record with 80 fps and his video don't lag
i posted a thread about my cpu http://www.tomshardware.com/forum/317031-28-question and i tried what people told me but it the core speed still go up and down due to program or game i use.

My hard disk is wd caviar blue 500 gb/16mb sata
and the other is same but it is 320gb, can u tell me please if my problem from hard drive ? i will overclock my cpu to 4 ghz but even if i did i will still have losing in fps because my hard drive is too slow, also if i buy new sata 6 gb\sec 10000 rpm hard drive will i be able to add it to others hards and should i reinstall windows and make the windows disk on the new hard drive please tell me if i that is right or false ?

well my English is little bad i already tried to record dirt 3 but i got same problem low fps, i just saw new products and i think it first time i see it, it is ssd it is much faster than hard drive with writing and reading so now i am asking you question which 1 you buy from these 2 :Adata S511 Series or Patriot Wildfire

well there is no local pricelist those products are not available in my country so the only way to get them is via new-egg with FedEx also i have another problem how i will send the money to new-egg if my country not allow to transmission money out side country via visa or PayPal the only way to send money out is via western union that all i can say for now if you really can help i can send the cash via western union to the person who buy and send the product to me and i know it will cost me but it is the only way and if you are turkey then you can help me much more.

no lol not limited at 24 it is at 120 i also tried to limit it at 60 same thing it doesn't matter still getting 45~55 fps and sometime drop to 35, well gerhome i am from syria near turkey not so far from you but these products will not be available in near future in my country i also
