Low fps while playing games lately

I mostly play Overwatch and other games on the side. Lately I've been getting random fps drops while playing just about any game. I use the recommended GeForce Experience settings for everything I play or lower them. I recently upgraded my GPU from a 660 to a 1060, but had the issue prior to this.

My specs are:
CPU - AMD FX-8350
RAM - 8GB DDR3
Motherboard - ASRock 990FX Extreme3
GPU - GeForce GTX 1060 6GB
PSU (power supply) - Corsair CX600
256GB SSD and 1TB HDD
Operating System is Windows 10

If anyone can help it'd be much appreciated. Let me know if more info is needed

Update: I just got my tax refund and don't want to spend money on the wrong things. Not sure if the new GPU is just faulty or I should be looking into the PSU.

Have you downloaded the drivers for the 1060? that could be the problem or it could be the 8350 overheating and is experiencing bottleneck problems from your games.

What do you mean download the drivers for the 1060? I thought GeForce Experience keeps all drivers up to date. If it's the CPU how would I go about preventing the overheating?

ok yeah i forgot that geforce experience downloads drivers my mistake but to cool your CPU you could try getting a new cooler if you have a stock cooler amd stock coolers are not really that good but a nice cooler to get would be the evo 212 by cooler master.

I tried to figure out what the problem was so I had Gigabyte's GPU program open on my 2nd monitor while playing Overwatch. When I'd get the FPS drops the GPU's Power Consumption would drop from 90% to around 30%. Would that be a problem with the GPU or should I be looking into the PSU?
