Low FPS while playing video games.

I have a good computer but it lags with a lot of games and there are strange black lines around everything on the screen. Also i have updated my drivers.
Specs:
GPU: Geforce GTX 670
CPU: Intel Core i7-3770 CPU @ 3.40Ghz
Memory: 16 GB Ram
pretty sure i have a 850 watt power supply.
Any help would be greatly appreciated.

It could possibly be the cable used to hook up to your monitor. Though it could also be your monitor from your description. Try using a different cable, and/or different monitor/tv if you have one to see if this fixes the problem.
