Low FPS with 960

This is mainly to do with CS:GO.
Basically my FPS gets to a max of 100 then goes down to like 60. I've seen other people with a 960 getting over 200 FPS with max settings. Also, even if i change my graphic settings, the FPS doesn't change. I have put it to the lowest resolution and the lowest settings, it still doesn't make a difference to max settings at 1920 x 1080.
I have V-sync off

PC specs:
A10 7700k @ 4.2ghz
8GB of RAM @ 2133mhz (that's what i clocked it at in the BIOS but in windows it says 1600)
MSI 960 gaming 2g OC

Try using an older video driver.
