Low FPS with a high end PC

Hello!

Basically my fps in cs is just too low for my PC. I have a:

GTX1060 6gb card

i7-6700k(not overclocked)

16GB DDR4 memory

and my fps is around 200-300 in 5vs5 competitive. In FPS Benchmark map I get around 200-230 FPS. I know for a fact that something is wrong with my pc and I have no idea what's the issue... My friend has a 5 years old pc with an i7-3820 and AMD R9 200/HD 7900 and he got 352 FPS in the benchmark map with the same settings(1024 all on low).

I will try that if I have more time. Any more suggestions?

also check cpu usage during game using task manager, see if anything is occupying cpu besides game.
