Low FPS with all games on 1080 GTX

CPU: Intel Core I7-6700K 4.00 GHz
GPU: GIGABYTE GeForce GTX 1080 XTREME
RAM: Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3200MHz
FAN: DARK ROCK PRO 3 Silentwings CPU Cooler 250W TDP
PSU: EVGA SuperNOVA 850 G2

Anyways...
I've been having low fps for a while now and I don't know what's causing it. It was running fine when I first put together the parts but after a few months, it's just started to run at low fps.

I use Unigine Valley Benchmark and I'm only getting about 15fps to as high as 40fps.. For some reason, it keep flickering around at 35-40 fps and not going pass it.

Quality: Ultra
AA: Off
Vsync: Off
Resolution 1920x1080

I am using the latest driver update v372.90
I've also change a few setting in my NVIDIA Control Panel
Power management mode: Perfer maximun Performance
Vertical sync: Off

could try to change your pcie slot, completely wipe and reinstall drivers, reattach monitor, or contact Gigabyte for more support.

I have try switching PCIE slot, nothing happened. I have also did a reformat on my PC in case of virus and such.. nothing either.. I have also done a complete and clean re-installation of the drivers.. nothing. What does reattaching the monitor do? Anyways I did and nothing..

Check your NV panel settings again:

Manage 3D Settings (Global):

Multi-Display: SINGLE DISPLAY
Power Mgt Mode: MAX PERFORMANCE
Preferred Refresh Rate: MAX

What kind of cable do have connecting the GPU to your monitor with? DP or DVI will give you best results, even at 1080p over HDMI IMO.

Also, ensure that you have BOTH 8-pin power cables connected and seated to that GPU as it requires two 8-pins AND also check your GPU temp(s) and are you OC'ing anything?

This is gonna sound dumb, but MSI motherboards have a slow mode switch on the physical board, is that switched on?

I say because I had the problem and only solved it a couple days ago.

The setting are already set. nothing changed.
I uses HDMI cable for the gpu to the monitor.

And

Yes, both 8 pins are connected
and I'm not OCing anything, the temp is low at 49C

I believe it may be a component that is broken and not a software issue. Maybe one of my component is bottlenecking my GPU that is causing it to run at low fps. What program should I use and how can I tell if one of my component isn't compatible with my GPU or bottlenecking it?

After a long investigation, I finally found out what was causing the issue...

First I had to download 3dmark to even realize it and that was that my CPU only capped to 800MHz, then after a few research, I found out that by turning off the adaptive thermal monitor, my fps has went back to normal..

so in conclusion, it was my motherboard that was causing my low fps...
