That is because dayz runs on a horribly optimized engine. The main reason behind this is that every zombie that spawns in is actively processed locally, by your CPU, instead of on a server. Same with cities. Everybody gets low frames with dayz, simply because of how badly optimized the engine is. This will likely be fixed in the dayz standalone.
Yes but usually my friend gets 60 fps to my 30 even though I have a better pc then him idk why that would be and would this mean to run the game better that I would have to get a better Processor?...
What are your friend's PC specs? Like I said, the engine is garbage to high end hardware, and getting a better processor will likely not help. You just need to play with the graphics settings until you can get a good balance. My friend has a system with an OC'd i7 and SLI 680's, and the only time we can hit 60 constant is when we are running through a field. Any time something happens, like walking through a city, FPS drops to the 30-40 range with the graphics on medium.
