my rig:
gtx 1070
amd ryzen 2700x
16g ram x470 aorus MOBO
1080p @144hz
playing bfv and averaging 35-45 fps. played around with all the video preffs minimal change. i dont feel like i should have to gut my visuals with this rig to get the 70-92 fps that was benchmarked on this site

Solution
try to change your gaming priority level from normal to high on task manager
open task manager -> open proccesses dialog box -> push right-click on games you are playing -> set priorty to be high

Gpu is sitting at about 55% and cpu floats around 60%
nvidia game driver is UTD

How does one push his system harder?
i use the asus game tweak II and put it in overclock mode with little to no difference.

hmm thats interesting, didnt know you could do that, (its in details, not processes on windows 10 i found out)
i also started messing around with overclocking, getting up to 2050 mhz atm but minimal change so far, seems like it swings from 40 75 now
