Low fps with gaming

I made my pc about 3 years ago, it uses a gtx 970 and Intel Core i5 4690 3.50GHz Socket 1150 6MB L3 Cache Retail Boxed Processor for a CPU, when i started out the fps in games like league was ~200 fps now its dropped significantly to about 10 fps at the least, im not sure what the problem is but im assuming it might be due to the cpu heatsink paste in need of a renewal, is there another issue that could be causing this problem?

Check task manager when your playing, see what hits 100 percent usage, my guess would be your processor bottlenecking but that’s just a guess

nope that was the first thing i checked, nothing is wrong staying at about a constant 20 ish %

Check your temps, and for any malware. There is no way an i5 4690 is bottlenecking a GTX 970, unless it is thermal throttling.

swept and reset pc just to be doubly sure no viruses were affecting it, though temp is like 70 ish degrees so idk if thats an issue
