low fps with gtx 1080 ti

why do i get like 95 fps and not even stable on 1080p in bfv(yes i know a gtx 1080ti is overkill for 1080p)meanwhile others get better fps with higher res. i reseted my pc, downloaded everything again, disabled gamemode, yet nothing has absolutly changed. my cpu is an 8700k therefor i cannot be my cpu., is it mybe my windows 10 version is 1803? i heard 1607 should fix this but i have no clue how to convert windows back to 1607

i just see i probaly did not place the ram correctly in the motherboard,i am at work right now so i check it when im home. but does it have a big impact for fps gaming? beside that is there anything else what could be done to fix that?

Yes, it can be your bottleneck.
In fact, the ram needs to works by 2(dual channel) to have all of it's performance.

2 ram sticks has to be separated by an empty slot. Check your motherboard manual to see where to put them.
