Low FPS with GTX 970 and i5-2500k

Hello,

Before I get into the issue, here are my specs:

Intel Core i5-2500K 3.3GHz clocked at 4.1ghz
MSi GTX 970
8 GB Ram

I have played various games and seem to experience stuttering or generally low fps in many of them. Especially in BF1. I am averaging 30 FPS which should just not be happening with a gtx 970 and i5-2500k in my opinion. I was wondering if my card could be defective? Also what would you suggest to monitor while gaming to help identify what component is slowing down my pc?

I also just noticed that my CPU is generally at 95-100% usage and my GPU usage spikes down to values like 30, 60, 70 etc.

Just changed it back to stock and now the fps is actually a little better and staying above 40, why is that? But still it is a little low for my liking, any suggestions?

Sorry was away all weekend, but temps reached like 65 at most overclocked, rly doesnt make sense. Should I get a new processor or what?

Yah, this whole situation is odd. I don't believe an i5-2500k and gtx 970 should have so much difficulty reaching 60 fps.. Is it possible that one of the parts is damaged without giving off any signs? Or could it be the windows install that may need a format? I'm actually at a loss as to what the issue is.

Idle as in when Im not playing or browsing? Or is there actually a field for idle cpu?

Also I changed my clock back to stock and never changed it back as I wasn't around this weekend.

So at the lowest they are all under 5% but then cpu 0 and cpu 4 is spiking, here are the pics of the spike when nothing was really open except skype:

I dont see anything considerably stand out in task scheduler in terms of memory being used when the spike happens, not sure.

I'm going to do a clean install to windows 10 from windows 7, that is basically last option before upgrading PC.
