[SOLVED] Low FPS with high end PC on GTA 5

I am getting 30-90 Fps on gta 5 depending on my settings and where I am. I have 5700xt, radeon 7 2700x, fully updated drivers to latest version. I am looking at benchmarks on Youtube and people are getting 100+fps on good settings. I cant play with such low fps, and I swear I should get way more fps on this game. Please help me. Also I have 16gb of gskill ram.

FULL hardware specifications including EXACT power supply model number, CPU cooler model, case fan cooling configuration (Including location of any case fans and direction of airflow for EACH case fan), case model, drives, motherboard model, etc?

Also, which EXACT slots do you have the memory installed in and do you have the XMP profile enabled in the BIOS?

DO you have the MOST recent motherboard BIOS version installed?

I have my ram in the A2 B2 Slots that it says I should. I havent checked the motherboard bios since I built my pc 6 months ago

What are your FULL hardware specs?

What Windows version are you running?

Was it a clean install or an upgrade? Have you done several spring and fall upgrades without having done a clean install?

It sounds obvious but at what resolution and Hz are you playing?
Is your GPU or CPU past 75C?

GTA V is badly optimized. I get the same fps with a 2080 Ti at 4K Max settings with Max AA.
The slowest part of the game was the first Trevor mission.

If you are playing at 1440p, your performance is normal for a 5700XT.
