Low fps with low settings

I have a Zoostorm Quest Desktop PC – AMD A10 pc and I am running CS:GO on lowest settings I can and getting around 50-60fps but when any smokes or grenades go off it drops to around 40fps. I am hoping to increase the amount of fps I get or keep it at a constant 60fps as I don't care for super high fps but I am stuck with whether I need to upgrade certain components of my pc or if its just I need to change certain settings on my processors to achieve the constant 60fps. I rarely play any other games other can Civ 5 and any AAA games I will get on my Xbox such as siege.

I am also moving to uni this year and will need a pc that can run unreal engine to create games for my course so I am willing to buy a completely new pc if my current one will require a lot to upgrade and the price difference to upgrade it all will warrant me buying a new pc entirely.

According to the links below, a GTX 1050 graphics card will increase your graphics grunt approx 4.6 times, GTX 1050 TI approx 5.9 times and GTX 1060 3GB about 8.9 times the performance of your existing graphics.

Of course, mileage will vary according to you screen resolution, games played and settings, but these cards are clearly many times faster than what you have now and the difference to your existing system will be huge if you put one of these in.

If I were you, I'd "invest" in one of the graphics cards above and see how you go. If you find your CPU is bottle necking you (I don't think it will much), then you can buy a new system and transfer your new graphics card to it with nothing lost.

P.S If you install a discrete graphics card as suggested, disable your onboard GPU if possible so you get full access to your 8GB RAM without any being reserved for onboard GPU.
