Low FPS With my Highend pc

Hi, i have some problem with my pc , its fps is low about 30 frames cuz i have compared it with my friends pc now lets tell the story , my friend has i7700k and gtx 1080ti and in pubg with max option he gets +100fps at Frist 60seconds of the game that everybody are there but with my pc Spec : https://imgur.com/a/h4w2m i get 60fps in there all the time we playing pubg duo he gets +30frames from me also our monitor is the same BenQ Xl2540 240hz / my CAM SPEC while game is at the 60secs start https://imgur.com/a/lLgzt If anybody can help me i'll apperciate it i connected to monitor with HDMI 2.0 240hz i also tested DP and DVI still the same

Then I can only think of resolution scaling. If there is an option ingame, and it is set to 100% you're actually running at a 2k resolution , which is then scaled to 1080P for final output, if set to 200% ur running 4k scaled to 1080P so see if the setting is the same as ur friend, if there even is an option for that..

I also see ur CAM pic and ur cpu temp is rly high for the low load u got there, is the problem maby that cpu throttling ingame due to poor cooling? what are the temps under heavy load, is it over 85c?
I dont know about pubg, but is other games the same, so u get 60 fps all the titme? which settings do u have the Vsync set to ingame? It sounds like its limited to 60, but since u got 240hz monitor try disabling Vsync and see if it helps, if it is on, or on half etc.
 
i did everything dude even vsync anything in WORLD WIDE WEB Trust me still i get low fps even in csgo even each game in csgo i go to 210fps while my friend has a little lower pc and he even doesnt drop under 300
 


If u right click on desktop and enter nvidia control panel >change resolution > is the hz set to 240 there also?
