Low FPS with new build

I just got done building a new system I5 7600K, 16 GBs of ram, GTX 1080, 120 GB kingston SSD and a 2tb seagate firecuda sshd. My problem is when I try to run games I am getting awful frames. Every game is unplayable. The games I have tried is Arma 3, Pubg, and GTA 5. The thing is when I do the steam streaming from my old system they run fine though. I am thinking it might be a bad drive but I want other opinions before I start swapping and buying new parts.
 
That was the first thing I checked and I reinstalled the OS and all the drivers. Afterburner said my CPU is running at 100% at 30 C and my GPU is running at 40% at 40 C. I double checked using cpuid HW monitor and it said the CPU was around 50% and the GPU is about the same.
 
Yep. I think you guys are right. It is saying .8Ghz How do I fix it. Just OC like normal or is there a certain way I go about this. The Mobo is a MSI Z270 Sli Plus if that helps.
 
Check your power settings first, to make sure it hasn't defaulted to some sort of power saving mode. If the plan looks ok, check what your Maximum Processor State is set to in the advanced settings, it should be 100.

On some mobos, the slow boot switch is called the LN2 (liquid nitrogen) switch. They're used to test supercooled rigs that would otherwise trip temperature sensors. It's a physical switch or jumper, so resetting the BIOS wouldn't fix it if that's the problem.
 


I have already went and checked all that. There is no jumper or switch on this board from what I can tell. I am just going to return it and get another one.
