[SOLVED] Low fps with new GTX 1070

I've have just switched my gtx 1060 3gb to a gtx 1070. For some reason I am getting lower fps than I did before. In CSGO (with max settings a 1080p), im getting 220fps on avg. On my 1060, I would get 280-310fps avg. Im also having the same experience with overwatch. With all setting on low, with 75% render scale, I will get 180 fps avg. I don't understand why this is happening but I am sure this is not a cpu bottleneck.
I have a i7 6700 @3.4Ghz
Hyper X Fury 16GB Ram @ 1600mhz
If anyone can help, please comment.

1. remove gtx 1070, usually integrated CPU graphic will be set as default display, logon to windows;
2. use driver removal tool, wipe all nvidia driver, usually this also remove previous nvidia setting in registry, update windows;
3. reinstate gtx 1070, go to BIOS, set (if any) PCIE bus to auto under advance tab, save and exit, have gtx 1070 disc ready, let windows complete new hardware driver installation

If windows did not automatically install driver, update mobo BIOS, usually your mobo has BIOS utility to make it easy or refer to your mobo manual.

Look to your gtx 1070 manual, is it state something about VGA BIOS flash-able, contact the gtx 1070 vendor,

Other than that you should go to windows forum about this.

Unfortunately, this hasn't helped my case. I think it could be related to my 450W psu but I used to have a r9 380 which consumed more power

Stumbled on many post stating problem with PUBG and Fortnite run well on mainstream GPU but run slow on HE GPU (starting from GTX 1070 and above), I rule out wattage cause, so either WIndows or the game engine

Another issue I've found is that I cannot change settings within the nvidia control panel. If I change a setting, it will revert back to default when I boot up the computer again
