Question Low fps with r5 3600 + Palit 3070 GamingPro?

I bought a Palit 3070 gamingpro and replaced my 1660s. The frames I'm getting in my favorite games are lower than what they should be, and I mean LOW.
When I play warzone I get 90-110 frames at 1080p which is way lower than normal.
My specs are
ASROCK b450M motherboard
Ryzen 5 3600
600w Evga PSU
2x8gb RAM (3600Mhz)
2tb HDD
240gb SSD
Coolmaster hyper 212 black edition
My GPU is connected properly with 2x 8 pin cables.
My CPU temps are good underload (65-70c)
My GPU temps are good too(50-70c). However, my GPU and CPU usage are at around 30 and 50 percent when I play warzone or any game for that matter. Could this be the reason why I'm getting such lackluster frames?
Any input is appreciated

I would try using DDU in safe mode to wipe all the GPU drivers and install it fresh again and see how it effects your game!

I did that multiple times and it didn't resolve the issue

I would make sure that everything is upto date with your computer and go onto power plan on your computer and change settings to high or try to lower some settings in your games!

I did that already. I'm getting low frames on low settings and changing the power plan didn't help. The GPU usage is low when I play warzone and I don't know how to change that
