Low fps with ryzen 1600 and 1050ti

Description of problem
I get low fps with my ryzen 1600 and 1050ti. On pubg with all settings on medium, i get 60 fps which decreases to 45fps when playing longer. On other games the fps is good, however there is some random stuttering. I have a watercooler, (masterliquid ml240m RGB) and my temps while playing PUBG are 42 degrees (cpu) and 65 degrees (GPU). I've tried resetting windows, reinstalling drivers, newest bios version.. nothing worked so far.
Edit: while playing rocket league some unplayable lag spikes which happen when i try to hit the ball or when someone gets demolished.

Ok, but a friend of mine gets higher fps while having a slightly better gpu (960) and a much worse cpu.
