Low fps with x4 750k

My cpu is on stock settings , gpu: r9 270 (1110mhz core , 1500 memory) , 8 gigs of ram 1600 mhz , psu : cx500 .. Well im playing on 1280x768 resolution and my fps in general sucks.. For example on both assassins creed III and IV on medium to low settings i get 30 fps with drops. I'm really dissapointed with that performance , oh my gpu usage pretty much never exceeds 70% on new pc games.

Don't take this the wrong way, but your situation is a bit convoluted.

The R9 270 is over-kill at 1280x768, and you've over-clocked it to boot. Also at that resolution the demand is dumped on the 760K forcing a CPU-bound situation which is exacerbated by your 1600MHz RAMs (faster RAMs can boost memory bandwidth on the 760K by 20% or more).

On top of that, you are using Assassin's Creed as your measuring stick, with a game engine that is focused on consoles.

Over-clocking the 760K should help. Playing games other than Assassin's Creed will help more :)
