Low FPS without stressing PC (CS GO)

Hello,

With the following setup I reach around 150-200 fps in Counter Strike Global Offensive, since I have a 144Hz monitor I would prefer a stable fps around 300. (Expected even higher with this setup)

Setup:
i7 4930k OC'd @ 4.5Ghz
2x GTX 780's in SLI
32 GB Ram @ 2400 Mhz (CL11)
Windows 8.1 x64 (Clean Install)
Samsung 840 EVO SSD (OS + CS GO installed)

Windows power settings are on High performance.

I have been fooling around with HWInfo64 and while I play this game the load on my pc barely increases

Max CPU load ~33%
Max CPU load individual thread ~60%
Max GPU load ~10%
Max RAM load ~11%

This game is known for being a CPU bottlenecked game (Faily old one at that). What could cause the game to "only" request around 30% of the maximum load instead of trying to reach the highest FPS possible

Well most of the streamers doing that have cranked down to 800x600 and put all the settings as low as possible, does it 'help' no because even if it shows 500FPS (which I would call BS on recorded not live and even if live, very easy to put a 'mock' FPS on your screen overlay). What is the point? other then whipping out '$%^& sizes' and saying I am bigger.

Do be aware, that when you have higher end hardware, as you do, you hit a point your inversing the problem. That is to say, while on lower end hardware lowering the graphics (always do that FIRST) then the graphics you increase FPS, but with your type of higher end, you hit a point that actually your causing FPS loss then gaining it. Because your trying to force the hardware to do...
It is a odd game when it comes to framerate, really it is down to the source engine, it relies heavily on optimization, something the CSGO dev's just are not too good at i'm afraid. The engine benefits lower end computers more than the higher end ones, there may be a setting that fixes this framerate problem, I will let you know if i see it.
 
Only thing I would suggest is closing any background apps and drop some settings like shadows and things down to high rather than very high this will increase your fps but your current fps seems high enough 150-200 is perfectly acceptable.
 


I am a bit confused here at why you feel "150-200FPS" isn't good enough and why your trying to be 'stable fps around 300'. It doesn't make a difference on your 144Hz screen once your over 144FPS.

Most people don't realize there is two parts to the FPS / Hz whole thing. One part is how much can your card(s) push out to /a/ screen, which is typically viewed as FPS, but then the actual 'video image displayed' on the LCD is done by how many images are actually displayed in a given signal (Hz). So you can be cranking 200FPS out from your card(s) but a typical LCD will drop (the tearing you see) frames to fit into a 60Hz signal. If you were cranking only 20FPS out from your card(s) a typical LCD would then 'copy' 3 images per frame to psuedo upscale to fit into the 60Hz Signal (catching on?).

So having a 144Hz screen (or my case 120Hz) allows more signal to be shown especially in /movement/ (dodge left) that 'tricks' the eye to pick up the illusion of real life movement. In older people (like myself) it provides more /detail/ that we wouldn't normally pick up, like my oldest son was a teen, he could easily pick out the 4 or 5 pixel square of movement that I sat there and was being a /bambi/ looking at WTH is he? With the extra signal to show more movement (as I noted) the 4 or 5 pixels stand out better and we can all see that must be a player /bam-headshot!/ .

So trying to push to 300FPS won't achieve anything, your already over and way above what typically people can get and your just wasting frames that will be dropped after your over 144 because the screen can't display /more than/ 144 .
 
I understand having additional FPS is not very benificial, but for now I want to have a buffer between the stable FPS I'm getting and the "144"Hz I would be able to see. Since while just playing the game you won't be testing worst case I would like to keep it on the safe side.

And even besides that the main goal of my question is to understand why my setup is not delivering all it got. for example the FPS difference between 800*600 + everything on low and 1920*1080 + everyone on max is lower then 20. So the settings barely influence the outcome.

I want to understand what is bottlenecking the system if it's not dependent on the load. (I know a higher FPS should be possible since u can see streamers run around with above 500 FPS in game)

Because your trying to force the hardware to do something it isn't really meant for (low resolution, low graphics) it actually works twice as hard to force itself to be 'bad' .

Now to ease your point, since your insisting, do these basics and post some replies on each one and let's see if you eliminated any other 'hidden' things going on. And BTW you can't "pad" your FPS to avoid say upclose 20 other players all at the same time firing rockets and not experience some 'dip' because that is the 'most intense' bit of graphical generating demanded and you hit that 'max'. As long as your staying over 144 (even if you were doing 100 or even 60) your still golden with how it synchs to the LCD.

Do be aware, if your talking about streaming, even the top tier Twitch broadcasters tell you the same thing, expect a 50% drop in FPS no matter what, but since your getting 200FPS anyway your dropping down to 100FPS still doesnt' matter your way above any needed level anyway and won't affect your actual game play. Drops your hearing and seeing people get upset is dropping to 20s or 30s because we all can't afford a expensive mega rig like yours.

But IMHO I think your looking for a problem that doesn't exist at all.

Did you install all Windows Updates? Including OPTIONAL except BING? Check them and repeat till ALL are installed.

Download and run Slim Drivers, install all the latest updates but you don't need to reboot until you do the last update

Go to www.filehippo.com download Malwarebytes do a CUSTOM scan, set it to scan all your drives, this is NOT a default setting. Additionally AV doesn't pick up alot of malware - this resolved almost ALL other similiar posts to date as most had Malware the AV didn't pick up.

Remove whatever AV your using and and download AVIRA, AVG, Comodo or Panda and do a CUSTOM scan, set it to scan all your drives, this is NOT a default setting - this repeatedly has resolved alot of people issue relying on MS Essential, or had a version of Norton/McAffee that either expired or just /old/ interfering with gaming due to how the engine works.

Repeat the AV/Malware scans till the system comes up clean.

Download and run SPECCY, copy and paste the first tab to show your idle temps
Download and run MSI Afterburner, go under settings and enable On Screen Display (OSD), then go through and enable what it will monitor. make sure to set those things (RAM, Temp, etc.) to SHOW OSD so you can see while playing in game what is going on in your system.
As we want to just /test/ what is up, play not only GTA V as you had been but other games and compare. Do you see anything funny that the CPU or other parts are maxing out, high Temps, etc. Test by playing different save points like one where things were very busy / intense (helicopter many vehicles etc.) then when it is quiet (sitting in your room for example) Do you see this 'FPS' problem when in SOLO MODE? Only when Multiplayer?

Open Computer, Can Air dust out the bunnies and use paint brush on the vents, coolers, fans, etc.

Thank you all for your answers. Tom you were right on the money on this one.

Apparently I had some outdated PCI drivers (Uniblue Driverscanner doesn't check for those it seems)

Windows updates I had all of them already installed

Malware bytes didn't find any infected files, so that's an relief

Temperatures ~40 degrees idle ~60 degrees during load

After performing the update I received a fps boost of around 100 fps.

After INCREASING the other graphics in the game, my FPS got even a bit higher (Didn't see this comming)

now during playing I have an FPS of 350-400 instead of 150-200.

I know the additional FPS might not be all that benificial, but Im satisfied the setup now performs as expected. (eases the paranoid mind of an engineer)
