Question low fps

i got saphire nitro 8 gb graphic card but its giving me 30 fps or low while on low graphics . my pc specs are

I have the same problem with a rx590

30fps on which game? what monitor do you have? do you have vsync on or off ( i suggest off for testing). Check your cpu and gpu usage.
