Question Low fps

Hey guys so I just build my PC and I am getting very low fps. Can you help me find out what the problem could be?

So what could be the issue?
I have:

Intel Core i9-9900K 3.6 GHz 8-Core Processor

NZXT Kraken X72 Liquid CPU Cooler

Asus ROG MAXIMUS XI HERO (WI-FI) ATX LGA1151 Motherboard

Corsair Vengeance RGB Pro 32 GB (2 x 16 GB) DDR4-3200 Memory

Samsung 860 Evo 2 TB 2.5" Solid State Drive

Samsung 970 Evo 500 GB M.2-2280 NVME Solid State Drive

MSI GeForce RTX 2080 Ti 11 GB GAMING X TRIO Video Card

On Gta 5, for example, I am getting 45fps on 1080p max settings with 144hz refresh.

That's pretty dang low. GTA5 is a CPU-limited game, so let's turn to that. What are your CPU temps? Load frequency? Is your memory in the correct numbered slots so it's in dual channel mode?

My CPU temps are low, they stay under 31C most of the time on 9% load. My Ram is in dual channel.

Idle temps don't matter. If you run Prime95 stress test (turn off AVX in the test) then what are your temps.

What slots are your RAM sticks in? 2&4? 1&3?

In the stress test, my temps are 45C on full load.

That's seems a bit low for full load. What CPU frequencies are you hitting on full load?

Agreed, the Kraken X72 is a great 360mm AIO, but 45C on a 9900K seems low, even for that.
