low fps2-15 gtx750 Ti pny

I have a Gtx 750 ti from pny 2gbVram Cpu i5-4460 ram 8gb ddr3
gta v 2-15 fps
minecraft 2-15 fps
cs:go 2-15 fps
Etc.
no overclocking
It just started today and i had it for 3 month Help!

all games at least 60fps same setting

OK. Just wanted to check.
Something is hogging resources. Open task manager and see if anything is using a lot of CPU usage.
It probably wouldn't hurt to run CCleaner and clean up any software conflicts, registry errors, etc. https://www.piriform.com/ccleaner/download
(do the Clean and Registry portions both)

but the cpu say at 20% useage
and msi afterburner say that the gpu is at low usage

Have you updated your virus software and run a full scan lately?
Also, check for Malware using Malwarebytes: http://www.malwarebytes.org/2/
Those would be the first thing I'd do, followed by CCleaner.
