Question Low frame rates for my setup

So I have a 3080 TI xc3 ultra with a ryzen 7 5800x and 32 gig Oloy blade ram at 3600 mhz and I struggle to hit 150 fps on pubg with mixed settings at 1080 p. I have seen numerous videos of 2080tis hitting 200 average frames . So does anyone have any ideas.

Are those 2080 TI running with the same CPU (incl clocks), RAM speed/latencies and settings?
Are those videos in the same kind of situation. As far as I remember especially at the beginning of a match, when all players are around, the game runs a bit harder.

Relatively the same scenarios, and when I watched some 3080 ti setups the were exact same as me but different ram. I have frequent dips into the low hundreds often which for the setup I have just seems out of place.

What is the cpu temperature when gaming or running the benchmark?

Bios is up to date as of 1 week ago and CPU temps are in the 80s during gaming I do have it in a relatively large case with a 360 mm AIO

I ran a new user benchmark I had noticed my CPU wasn't overclocked for some reason like it was before it wasn't much off it was 4.25 now I have it at 4.5.

Still says my GPU is underperforming as well as my nvme which is strange to me
