Low Framerates in Games/image tearing

I apologize if this is miscategorized or if information is missing, this is my first post.

I built a gaming PC about two years ago and it has always run extremely well. Recently I have been noticing a significant frame drop in heavy load games, specifically ArmA 3. Constant crashes and low FPS has caused a lot of frustration recently. I was talking with other people who have similar PC set ups and they are constantly getting 60+ fps on ultra and I am sitting around 20-30 FPS on standard.

Here is my set up-
CPU - AMD FX-8320 3.5GHz Eight-Core Processor
CPU Cooling - COOLER MASTER Hyper TX3 with Arctic Silver Thermal Paste
Motherboard - GIGABYTE GA-970A-D3P
Graphics Card - ASUS GTX660
Power - OCZ Fatal1ty 750W
RAM - Ripjaws X Series 16GB DDR3
SSD - OCZ Vertex 4 128GB SATA III
HDD - Seagate Barracuda 3TB 7200RPM 6Gb/s 3.5"
Mouse - GIGABYTE GM-FORCE M7 THOR
Keyboard - Microsoft SIDEWINDER X4

Did you update your drivers? You can go here if you want to install drivers for your card:
http://www.geforce.com/drivers

Also, try making sure that your graphics card isn't wearing down.

(I'm no graphics card expert, but that might help )

I update my drivers the moment they come out. What do you mean by wearing down?

Well, I mean, graphics cards don't last forever. Try to see if there is something wrong with the actual card?
