Low framerates no regardless of graphics settings in FarCry 5

Having issues with my computer playing graphically intense games. Changing settings doesn't significantly improve framerate. For example in FarCry 5 (which my pc meets the specs for) I ran the benchmark on high, medium and low settings.

High - ~19fps
Medium - ~22fps
Low - ~24fps

I can play older games at 30fps no problem for example oblivion is stable at 30fps.

What is weird to me is that it seems like changing settings should result in more than 2 extra fps.

I figure either my processor or my video card are creating a bottleneck or there is something else weird going on.

I did notice that hardwaremonitor says TMPIN5 is running 120 degrees Celsius but I look around online and a lot of people have the same issue with TMPIN5 on hardware monitor and some people seem to think it's a flaw in the software.

I know this is probably a hardware problem but I just don't know what piece of hardware needs to be replaced. Any advice on how to troubleshoot and help me figure out what the problem is would be much appreciated.

Here are my computer specs:
MSI x99A sli plus (MS-7885)
Intel i7 6800
Radeon X570
32 gb of ram

so you are saying that I should reinstall them entirely?

Yes, but keep in mind that if you delete drivers you wont have photo so you will need to use cpu-onboard gpu. Before reinstalling them check if you get photo on monitor when you connect mobo and monitor

If you want to check your temps, use HWInfo, it should give you a more reliable result.

However, one possibility could be the lack of PCIe lanes. Unlike the other Broadwell-E or other LGA 2011-3 CPUs, the i7-6800K is limited to 28 PCIe lanes (https://ark.intel.com/products/94189). Based on the specifications for the board (https://www.msi.com/Motherboard/X99A-SLI-PLUS/Specification), it might be possible that if you're using other devices like an M.2 SSD, you might not have enough PCIe lanes available for your GPU to run at 100%.

And definitely check your resolution. With those numbers & an RX 570's performance, those are looking a lot like your resolution is set at 4K (https://www.techspot.com/article/1600-far-cry-5-benchmarks/page2.html)...or you have Virtual Super Resolution enabled & are attempting to render it at 4K before downscaling it to a lower resolution.

EDIT: was replying while you posted about your resolution. You should theoretically be getting 2x to 3x the FPS at 1080p...but again, if it's trying to render at a higher resolution with VSR before it displays it at 1080p, you're going to lose performance with an RX 570.

Before doing this try this out. Open task manager and see how is your cpu acting. If you get low cpu usage or big drop in cpu usage then it is being thermal throtlled. Idk why do you get 120 degrees on tmpin5. Evething that runs on more than 100 degrees is suspicious for me. What is case you are using? Do you have any case fans? Ambient temperature?

I do have an SSD drive, not sure if it's M.2 how would I find out?

Do you have a recommendation for what I should look for if I get a new one?

EDIT - I checked on VSR is off.

I did that and I didn't notice a dip in CPU usage but I did see a couple in gpu that corresponded with drops in frame rates.

first one during the game starting

Second one during benchmark testing

Yup I have updated the driver twice now (just did the second update today). It hasn't helped.

Well I got a step closer to figuring this out. I disconnected my second monitor and that seems to have fixed the issue. It doesn't totally make sense to me since this card should be able to handle one 4k display. I had two 1080p ones hooked up. I might buy another one for my second monitor but it really doesn't make sense to me that a second monitor would effect performance that much.
