Low Framerates with Mid-Range Card

Thanks for coming to my thread first of all. Please point out my mistake If I have any wrong statements.

So, I finally got my new graphics card, It's a GTX 750 Ti. It's a mid range card, even though It's not for ultra/max settings gaming at 60 fps, I do know that it can play most games at a decent framerate.

Here are my current computer specifications:

GPU: Zotac GTX 750 Ti 1GB DDR5
CPU: AMD A4-5300 @3.4 GHz
RAM: 4 GB
PSU: 480W

I play games like Borderlands 2 and I've seen framerate tests about the game. I am getting much lower framerates compared to the videos I've seen and sometimes can drop even lower than 20 fps.

Is my CPU bottlenecking my GPU? or Is it the only frames that my card can get?
