Low frames at low loads

Basically i have this problem that, as far as i know, i see only in Overwatch. Now i had previously lowered most of the more useless feature so that i can have the maximum fps, that is 300 and it would generally stay that way with dip around 280 in high load area.

Now two things changed, a new patch and i bought a Benq XL2546. Since then i only see 300 in the starting/training and then the fps varies from 280 to 200. The fact that bugs me is that while the frames are dropping Cpu is at 50% load, Gpu 60%, Ram is being used around 40% so i don't see a reason for the dip in performance. I tried uninstalling drivers, updating them, changing power option but nothing.

My PC: gtx 1080, i7 6700k, ram corsair vengeance 16 gb, motherboard asus maximus VIII gene.

Try using drivers 1 or 2 older than the newest, there have been driver issues lately

Are your parts thermal throttling? Make sure everything is clean and the heatsinks are tight

How do i check? the gpu is generally around 60 degree, (max is 67) and i ran cpu-z stress on the cpu, at 100% it was at 50 degree. After a while the mouse was lagging though

Sometimes the higher one single core would get is 60% but never 100%, they are always even and close in work load

I ran aida64 on the cpu and it never throttled, the highest temperature was 65.

I also tried stessing the gpu and it is impossible, the mouse lags and then aida64 become unresponsive and then the desktop background become black. I was forced to reset the pc.

Sounds like a problem with your GPU then...

Ok, what? i uninstalled the drivers multiple times. Maybe something in the bios? are there some settings that i should know about?
