Low frames for my PC specs

PC:
AMD Athlon x4 860k @4GHz
AMD R9 380x
16GB DDR3 RAM 1600MHz

I get very bad frames in games at 1080p which i don't understand because when comparing my PC to other benchmarks i get nowhere near the same frames as the benchmarks.

My GPU never goes above 70C on load and i do not use the stock cooler for my CPU so i doubt that is the problem. Even when i close all other programs, on BF1 i get average frames of 25 even on smaller game modes such as TDM on the high preset (Which is way below other benchmarks on higher presets). When i look at GPUz my GPU load flicks between 100% and 0% rapidly.

did you just build this? or did this just start happening? did you buy this comp and this is what it always does?

drivers? did you plug in the 8pin on the gpu?

I have always had frames like this and i have only just checked other benchmarks as i have assumed my CPU was the component bottle necking the system (which i know it is) but i just wanted to see if DirectX12 makes any improvement, this is where i saw the difference in frames between my PC and others with similar components.
I have the latest drivers on my PC and i used GPUz and saw the GPU usage going from 0%-100% constantly whilst on load. I did recently change my old CPU AMD A8-7650K to an AMD Athlon x4 860k that my brother brought but never used so i expected a slight increase to frames but there was no difference.
