Is my computer really this bad?

All maxed out on x4 AA around 45-60fps. This is terrible!! Would an FX-8320 @ 4.4Ghz fix my FPS issues?

A8-6500
GTX 660
8GB RAM

Yeah I'm building a new PC but keeping the 660. I mean this game's recommended specs is like a duo and getting those frames! God I must have a massive bottleneck.

Yep, you simply have Vsync turned on.

This means you can have a maximum of 60FPS, and every time you WOULD get 59FPS, you would drop to a number that 60 is divisible by.
Aka 60, 30, 20, 15, 12 ect.

If you simply open your Nvidia Control panel, and disable Vsync for global settings your problem will be gone!

This is not how Vsync works unless you have "adaptive Vsync" turned on. Normal old Vsync will let you have any number of FPS 1-60.

I don't have G-sync nor V-sync enabled. And It mostly sits in the 50's, not 60's.

Other way around, Adaptive Vsync disables Vsync if framerate drops below 60. Regular Vsync works as such.

Any ways, are you certain that Vsync is selected to Force Off?
And is there any chance that the HD 8570D on the APU is being used instead of the GTX 660? (Just in case)

Nope the 660 is being used. But I'm upgrading anyways
