Low Frames On valve games only

I have an acer laptop, with a 960m, Ever since a few days ago, when I launch CSGO or TF2, it takes forever to launch and then once im in the game I get 10-20 frames, I normally got 150+, Ive reinstalled windows, reinstalled steam, all the games etc, GTA V runs fine, both games should be using the dedicated graphics so im vexed as to why just the valve games are giving me such a hard time, I've updated drivers, Im not in power saving mode, I have the control panel set to performance mode, Im pretty desperate for answers, please help me out!

make sure the CPU is not over heating causing a drop in frequency. any temp monitoring program.

make sure that the descrete card is being used. GPU-z

I got HWMonitor and the GPU isnt even showing up, what do you think I shoul ddo
