Low frames! Whats the issue?

Friend of mine got a pc and he runs quite low frames on CS:GO
He has:
- Geforce gtx1050
- H110m-m
- Intel Pentium G4400

Is the issue his cpu?
If yes what cpu should he get?

Get an i5 6400.

Card is weak too and make sure to have at least 8GB of memory.

So it is the fault of the cpu being too weak that it bottlenecks the gpu?
And anything cheaper ?
And a 1050 is a good mid range card on a budget all he plays is cs go its just that sometimes his frames drop down to 25ish
