So, to put into perspective when playing a game like Minecraft I get around 50 FPS. I have a 1080 144HZ Monitor. My PC build is as follows:
Motherboard: X370 SLI Plus
CPU: Ryzen 7 1700X 8-Core 16-Thread
GPU: RX 580 OC 8GB 256-Bit
Ram: 2 T-Force Vulcan 16GB
Hardrive: 1 TB
SSD: Plus 240GB
CPU Cooler: CRYORIG H7
Power Supply: SuperNova 550W.

My buddy whos rather tech savy thinks it could be a software issue. I am not computer literate so im here for some help! If you have any ideas on what could be bottle necking or whats wrong in general I would love your help! Thanks!

Only Minecraft or all games? If only Minecraft, I suggest posting on Minecraft forums, there is a lot that can go wrong with Minecraft installs, mods, etc.

If all games, look at your CPU and GPU temperatures and clock speeds as a first troubleshooting test. If they are too high (temp) or too low (clock speeds) under load.

If you think it is a software issue, then run Anti-MalwareBytes to check for common malware and viruses, try uninstalling any recent Windows updates, or installing recent ones if your computer hasn't updated in a while (a good sign of malware if it hasn't). Get the latest versions of the drivers for your hardware direct from the manufacturer.
