Hey guys. Apologies in advance for the wall of text and lack/misuse of punctuation.

The Problem is: My Pc (i7 3770, GTX 760, 8G 1333 Hz RAM & Seagate Barracude 500GB HDD) doesnt run games very well anymore...

Before Christmas I used to get 200-400 FPS on Counter Strike : Global Offensive, 60-100 FPS on BF3 and never dropped from 60 on Counter Strike 1.6.

My HDD corrupted 2 days before Christmas hehe, So i simply switched it w/ my old one (I was wearing my anti-static band, connecting it to the case.) I can now only get around 150 Max FPS on Cs : Go and 40-60 on BF3. I monitored my CPU Usage and it was wildly fluctuating, e.g. (IN GAME) 40% - 80% back to 29% etc. Also I was dropping a lot of frames.

What have I changed since then?!
I have cleared registry errors w/ IoBit. I installed a fresh clean OS (Windows 8.1 Pro) and I have cleaned out my case several times and removed a lot of dust from the CPU stock fan.
I have disabled turbo through BIOS because of my temp's getting REALLY high e.g. 110 Max (This hasnt helped with my FPS)
Installed various GPU drivers directly from nVidia, new and old (hasn't helped at all)

Did it help?!
Well, yes and no. I can play Cs:Go w/out any frame drops however, I can not run Google Chrome or IE or anything really for that matter whilst playing a game because I drop frames again! Its strange imo. Please note : My CPU temps are in the high 90's but GPU is only at 40's, also note that I'm going to replace my CPU stock fan so i can hopefully improve this mess!

I would really appreciate some help guys, thanks! Again, sorry for the wall of text and lack/misuse of punctuation.

Solution
I`m thinking that your CPY might be throtteling since you have so high temps.
Either you need to re-apply TIM on the CPU, your cooler is deffective or the heatsink fan not even plugged in to the mobo.

Also, when installing the different drivers, did you FULLY remove the old ones? (not just Uninstall from Programs and Features)

Could you check resource monitor for CPU usage during gaming and check if any background program is consuming more CPU usage... I'm saying this because CPU temp around 90C is not a good sign...
You mentioned that you get 40-60 FPS in BF3... Does it remain constant or do you get random spikes while in game... Like 60FPS one second and then 15FPS suddenly the next second and then normal again?

I am going to replace my CPU fan. When I took off the CPU fan from the CPU, I saw that the thermal paster was virtually gone, I already knew about this. Do you recommend getting a new CPU fan (I was thinking about getting this one... http://www.scan.co.uk/products/cooler-master-hyper-212-evo-4-heat-pipes-direct-contact-with-120mm-quiet-fan-lga775-1155-1156-1366-a?utm_source=google+shopping&utm_medium=cpc&gclid=Cj0KEQiA8rilBRDZu_G8hszXraoBEiQABlB9Yz3hHWAxv-Yb27UpdJ7cfBmwq6g0YqXawDfZrGpGHOcaAi508P8HAQ Opinion?) or should I get some new thermal paste, or even both?

Thanks for the quick reply
-Connor

Edit: I used the nVidia auto Update to get the latest drivers and they auto-install and replace the old drivers

Get both the paste and the cooler... Some coolers come with small tubes of paste so you can check and purchase accordingly...

Solution

So do you think its solely down to my CPU?. I play on Low settings on all of my games, E.G. I play Black Bars 1024x768 on Counter Strike so its more CPU intensive than GPU intensive because... Higher FPS > Best Graphics.

Sorry for such a silly question, but how do I check my GPU usage?! Do i use the resource monitor?!

It used to get A LOT of lag spikes, and I read on TomsHardware, that was reduced by disabling all the non Microsoft services through Run and typing "msconfig". This also lowered my Idle CPU usage considerably!

The cooler is a decent one (I also have it), and comes with it`s own paste, so no need to get it separately.
In order to monitor the usage of your components and temperatures, install MSI Afterburner, and use this tutorial to display all the information you need while gaming.

Based on the information provided by you till now... The CPU temps reaching 90-110C are too high... Hence it suggests that the CPU is unable to perform optimally... The safe temps are about 70C under high loads...
So consider getting a good cooler or atleast change the paste else your CPU's life will take a hit...

I understand the risk of letting that CPU carry on chucking that heat,,, I will sort it out soon, thanks for such quick replies!

Ok, I replaced my CPU Fan, and now... My pc boots up for about 3 seconds, then just reboots on its own. Its just a constant loop.

What have I done?!
I have taken the power away from the CPU and things booted up for the same time
I have taken the power away from the HDD, same result.
I have taken the power away from the GPU, same result.
I have unscrewed the GPU out of the case, same result.
I have changed CPU fans, same result.
I have rebuilt the whole PC, same RESULT! :c

Suggestions?!

Are you able to go inside the BIOS? If yes, check whether the CPU temps in bios are normal...
If the temps are abnormally high then check whether the heat sink is making contact with the CPU and fans are spinning on the cooler...
I think it is just a case of loose RAMs I guess... Just remove the RAM stick(s) once and insert them and try again... You can try different RAM slots too...
