Low Game FPS

Hi everyone, i'm having trouble with low fps (around 40 in each) in certain games where people I know with similar specs are getting much higher fps, such as destiny 2, the division, PUBG, about half the zones in world of warcraft even intense moments of league of legends is dropping to 30-40 fps. Is there anyone that knows what might be bottlenecking? I've checked system stats and nothing seems super high in terms of memory usage or cpu usage etc. i'm running:

AMD XFX RX 480 8GB - GPU

AMD FX-8320 8 Core Black Edition Processor - CPU

ASRock 970-PRO3 R2.0 - motherboard

CoolerMaster Hyper 212X CPU Cooler - Cooler

Silverstone Strider Essential 500W - Power Supply

16gb DDR3 - Ram

Your processor slow single core performance (5 year old CPU)
It's not showing high usage because it's look at all 8 cores.
If you were using 100% of 4 cores that would be 50% usage.
