Question Low game performance with my "High End" PC

I have bought last year Ryzen 5 3600 + Nvidia GTX 2080 Super, (other specs can be seen on the userbenchmark below) and I didnt notice anything bad beacause i was playing not very often just sometimes (valheim, league of legends, gta, war thunder)
Last month I started playing more and i noticed that in every game i have around 100-200 fps no matter what the settings are.
e.g
League of Legends (100-220 (100 when a teamfight occurs sometimes even less))

CS:GO (100-300 (some older maps like dd2, inferno etc 200-300 (cant get more (doesnt matter if i set everything to the lowest or highest (maybe few fps worse when set to highest) but on new ancient map i get 80-120 with cpu usage ~8-11% while my firends with older pc's are getting stable 400 (1 of my friends has the same cpu (ryzen 5 3600) + older gpu (nvidia 1070) and still has stable 400 fps all maps) )

War Thunder (around 100-150 on highest)

Minecraft (maybe not so good example but I get (with 8 GB ram and 12 chunks render) on survival just around 150-220 fps and the cpu usage is ~20%)

In all those games the temps of cpu are around 45-55 max and fo gpu are also around ~45-55 max
So i ran 3dmark and got the result

so i also ran userbenchmark

and i saw that my cpu is underperforming along with ram so i turned xmp and turbo and the result are visibly better
also changed a lot of options in nvidia control panel, windows and csgo to prefere performance over quality, reinstalled nvidia drivers to older one's (got a feedback that since last september nvidia's drivers aree bad for gpu's older than 3000) even after that i have reinstalled windows and updated bios (MSI B450 GAMING PLUS)

but the performance in every game stayed the same like nothing changed
although I suppose with this setup I should get stable 400< fps in csgo and also higher in other games
Also I have 144hz monitor so those lag spikes are visible when the framerate drops to <100 fps in some games

I'm able to play COD:Warzone, Sea of Thieves, It Takes Two and almost every new title (dont remember the exact fps number but every game is playable >60 fps)
I'm suprised beacause on my old pc with some older i5 cpu and R9 390 gpu I was able to get 300-400 fps in csgo, minecraft, lol etc while not being able to play any of those new titles.
I feel like this gpu + cpu is able to run every game in 60-200 fps and it is not able to go lower or higher :(

Is there any way to improve their's performance?
Beacause I wanted especially to play csgo and when i see this performace I dont feel so much fun (i mean those 80 fps) additionally when I see that my friends with older pc's are running this game 4 times better I feel somewhat worse :/

Try this commands in console:
cl_interp_ratio 1
mat_queue_mode 2
fps_max 0

If you face this problem in servers, just try logadress_add 1

Can you tell me what are your launch options as well?

no launch options, all those console commands didnt help and i have reinstalled cs, it also didnt change anything in the performance
