Low GPU and CPU usage in games

i just got a gtx 1060 and the CPU and GPU usage sits at 50%-60%. If I turn the setting down to low nothing changes.I play games like BF1, Rainbow six siege, Hitman 2016, and fallout 4.

My system specs are:
CPU- FX 8350
GPU- MSI GTX 1060 gaming 6g
RAM- Avixer 8g ddr3 2133 mhz
MOBO- 970A-UD3P

What about any of your individual cpu cores? any getting to 90%+?

Do you have vsync on?

None of the cores get above 30% usage. And I don't know how to check if vsync is on. I'm new to pc's

Go into the graphics options of the game, there should be an option called vsync, switch it off, then you should see higher fps and usage.
