Low GPU and CPU usage

Currently running a 1080 few hyrbid with a 1600 oc'd to 3.9 on water. Having trouble maintain frames in games like gtav and it seems like my 980ti 4790k rig did better. I've attached a picture that pretty much sums up my issue. I don't see the cpu bottlenecking and that's what alarms me.

Are they the same settings? Even same with MSAA? Try having that setting off. Never see a notice and kills FPS

Shockingly msaa yields better picture but same frames and a bit higher usage

What's even odder is there is a near 100% usage on GPU when in the top view loading screen and about 80% in my garage but about 50 to 60 when in the sandbox

Odd, Make sure they are the same settings and drivers are up to date

Done and done even rolled back a driver or two with clean installs after ddu

Yes sir, even on a nvme pcie ssd

The only issue I can think I may be running into is I have 1 8gb stick of ram in single channel but I can't see it causing so much of a bottleneck
