Low GPU and CPU%

I have taken a break from gaming for a few months and just got back, while playing Fortnite, my GTX 1050ti is being used 40%-70% while playing causing me to have bad FPS. How do I fix this? Also my cpu is right below 30% which is a Ryzen 1600

First:
my GTX 1050ti is being used 40%-70% while playing causing me to have bad FPS
No that does not seems correct, even if would be using 98%. meaning that the graphics card are under almost full load depending of what game and its graphics settings in the game, it should not drop the fps.

Since your graphics load are between 40-70% this cant be the problem of your low fps.
Perhaps instead Your CPU is the backlog?

Is it windows 10 64-bit operating system?
It could very well has to do with the fact that recently Microsoft Windows launched a major upgrade to Windows 10 and it is called:Windows 10 April Creators update (crazy name I know) and after that a lot of graphics card just don´t comply. very well.

However, there is a solution to this: just get the latest graphics driver, download on Your PC, right click on the setup-file > "Run as administrator" > install > restart the computer.

Version: 397.93 WHQL

Since your graphics load are between 40-70% this cant be the problem of your low fps.
Perhaps instead Your CPU is the backlog?
If you have some other background s/w running at the same time and perhaps not so fast processor (CPU), that will indeed affect your game playing and also cause input lag.
