Discussion LOW GPU AND LOW CPU POWER

Hi i have a Ryzen 7 2700x and a RTX 2060 Super 8GB ,16gb of ram , 600w power supply , in my opinion there is no bottleneck at all , but i have a big problem...
IN ALL GAMES when i lower the graphic setting insted of getting higher fps , my gpu usage lowers , so the fps remains the same.
I don't know how to solve this problem... any idea?

Cities Skyline is very CPU demanding game.
Lowering graphics should result in lower GPU usage. The fact that the FPS does not get higher suggests a CPU bottleneck.
A 2700x is a old CPU that was barely better than a i7 7700k which is not enough for any modern game.
Your CPU temp is higher than normal but not too high, I suggest you repaste the thermal paste or improve the case airflow.

The game doesn't matter at all , even in csgo 10 year old game i barely hit 120/150fps in deathmatch...
I checked everything even the energy saving mode i can't find the problem...

That should have been above the base clock. It confirms the themal throttling suspicion. Replace the thermal paste, buy a better cooler, improve the case airflow. These are your options and you can pick more than one.
so... for that 0.5 ghz i lose all that fps and gpu usage??
 
It's not JUST half a GHz. The 2700X can reach 4,3 GHz turbo speed according to AMD and you can't even reach the base clock speed. Thermal throttling hampers performance a lot. We can discuss it further if you like, or try multiple of the options I mentioned. Replacing the thermal paste is both easy and cheap. You can temporarily improve the case airflow by removing the side panel completely and see how the temps improve (FPS too). So there is the fast and easy option of removing the side panel to see the effect and then replacing the thermal paste for further improvements.

Here i activated the core performance boost, temps got higher but i manage to get 3.95 average but still nothing changed in games performances
