low GPU/CPU load/FPS in benchmarks/gaming

Hey,
just recently I replaced my broken R9 280x with a GTX 1060 6gb.
CPU is a FX-6300, 550W PSU, 8gb RAM, SSD, WIN10, nothing special.

But since i'm reaching FPS as low as with the 280x I checked what my PC is doing (Open hardware monitor) and now I'm a bit confused and concerned:

Load while gaming:
CPU<60%, GPU<40% (temps<50°C)

while benchmarking OpenGL with Cinebench R15.0:
CPU<30%, GPU<20% (!!!!) with temps ~30°C, scoring only 51fps
OHW shows gpu clock of 1544MHz, plot is constantly at 772MHz. pretty low.

What could possibly be wrong?
drivers are up-to-date, no recource-heavy applications are running, everything else is running fast and fine.

1. Make sure cable is plugged into GPU

2. All the AMD drivers are removed, and replaced by the proper Nvidia drivers

3. Go into the Nvidia Control Panel, under 3D settings, make sure it's set to maximum performance

unfortunately the cable is in, amd-stuff is uninstalled using the amd cleanup utility, most recent nvidia driver is installed and 3d setting is set to maximum performance (which didnt change anything):/

Thankfully there is not inherit issue with the 1060 series. Next check to see if your overall computer power usage, in your Windows control panel is set to High Performance. I don't want to assume that you are not using applications that are pushing your hardware too its limit. It's good to see that usage does increase from benching to gaming, so we know it's still working.

used display driver uninstaller to clean my pc from all driver and reinstall nvidia stuff
reinstalling fails, seems to be unable to install the newest graphics driver...

managed to re-install the latest driver, so this shouldnt be any reason for trouble anymore.
FPS are still the same, only ~130 in cso:go on dust2, if i'm not expecting waaay too much this isnt alot.
gpu load stays below 30%, cpu load below 50%, it's all the same.

3dmark11 manages to push the GPU load to 100% and results in 17k points, looks like a good score for a gtx 1060 6gb.

Anyone got any ideas why games aren't putting any load on my GPU?
i'm pretty frustrated right now, I didnt intend to spend my money on <30% of a graphics card...
