Question Low GPU-CPU Usage

I got my pc 3 days ago. When i am playing rainbow six siege, pubg, my gpu & cpu usage dont go over %60 and it causes fps drops.Is this a bottleneck? I tried Quantum Break today it worked well %95 gpu usage and %65 cpu usage. Also i tried Furmark and Heaven benchmark and gpu goes %95-98 usage.
my temperatures are fine gpu max 67-68 celcius and cpu 64-65 celcius.
I am using single 8 gb Hyperx 3200 mhz, can this affect my cpu and gpu performance that much?

I tried 2 different drivers after using ddu, set to high performance both nvidia control panel and windows power settings.

My system:
MSI RTX 2060 Ventus XS,
Ryzen 5 1600 @3.6 ghz,
HyperX Fury 8gb 3200mhz ram,
Gigabyte B450 Aorus elite motherboard,
500 W Cooler Master 80 plus,

Maybe those 2 PC titles R6 SIEGE and PUBG are more CPU-bound, instead of GPU ? Some games are graphic demanding on the GPU, whereas some are CPU-intensive. What's the exact Model number of your current PSU ?

Oh yes, try to get a DUAL CHANNEL RAM kit, if possible. It will surely help with performance, IMO. And RYZEN CPU is hungry on MEM FREQUENCY as well !! A higher frequency ram kit really matters with these Zen processors.

Cooler Master Masterwatt lite 500. I'm thinking about buying one more 8 gb Hyperx 3200 mhz so they will be dual channel at correct slots, am i right?
 
Yes, if both the RAM kits are exact same model, freq, then they will work in dual channel mode. But first of all, check your Motherboard's compatibility, for all the supported RAM kits, before making a purchase.

EDIT: BTW, that CM ELITE PSU is a poor quality low-end budget PSU model though.
