Low GPU/CPU utilization in ARK.

So today i was using rivatuner to find my issue in ARK. And noticed that my GPU is on an avg. usage of 30% and my CPU 40%. Does anyone know how to fix this i tried several things: Startup rule, High priority in taskmanager, lowering settings (Fps stays the same around 20-35 on medium).
Does anyone know how to fix this?

Specs:
CPU: Intel I5 4460 3.2ghz
GPU: Geforce GTX 1060 6GB
MoBo: Gigabyte G1 sniper B6
RAM: 8GB DDR3 1866mhz
PSU: Corsair CX550M Grey

My best guess is that ARK is pretty poorly optimized, as it's not a fully released game.

Does putting everything on low or off give you 60 fps?

Also, I launch the game with no sky effects. Might help if you do the same

I can change as much as i want with no difference in fps. Other people seem to have full utilization of their GPU/CPU.

you should also monitor temps while playing with afterburner, just in case

Temps are fine between 60-70.
Tweaking wont help because i already have it on lowest settings possible under 40fps.
The only thing i dont get is that others seem to run it fine on medium-high settings with normal GPU/CPU usage.
Maybe i should try other drivers.

Tweaking in this case means looking for additional mods or scripts etc. that allow better utilization of your system resources. Look for a performance mod or something like that.
