Low GPU high CPU usage after bios update

hey. After I updated my msi h81m p33 to 1.7 bios cpu usage passed my gpu usage and fps drops.
using i5 4590
xfx dd r9 280x
kingston savage 2x4 1600 mhz rams
600w psu
Im using my card OC'ed to 1075 1585 speeds with +20 power limit. Playing H1Z1 KOTK. Last week I was playing 90+ fps at cities and 120+ open fields now both are barely 65

with bios update I updated windows to creators update and installed amd driver 17.4.3 one. Sometimes gpu usage goes higher and it reverts great fps ratios back but then something happens and GPU usage goes low. With latest update my speeds were stuck at 501 1500 idle 850 1500 in game. I solved it by turning my driver back to 16.11.5 one but usage problem still continues.
What can I do guys? there was not a single drop since I setup my rig. Playing KOTK for 3 months and it was all stable before but for a week its a nightmare to play.

If it's a cpu bottleneck should I sell my GPU to buy a new gtx 1060? Or sell my cpu to upgrade to an i5 6600k? what am I missing?

I am 99% Sure it's not a bottleneck by your CPU, that cpu would run a 1070 No issues most likely.

Try updating your drivers again, restarting the system multiple times before you play a game to ensure that the PC Knows what it's doing.

Try that, if this problem still occurs, please reply.
