[SOLVED] Low GPU load and Perfcap is VRel

I have been playing rust recently, and my FPS stays around 70 no matter what graphics setting I have. I have a 144hz monitor, so this is sub optimal. I usually have a GPU utilization at around 50%, but VRel is capping it. My specs are:

OS: Windows 10 (10.0.0) 64bit



CPU

Model: Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz

Cores: 8

Memory: 16299 MB



GPU

Model: NVIDIA GeForce GTX 1080 Ti

API: Direct3D 11.0 [level 11.1]

Memory: 11127 MB

vRel = Reliability. Indicating performance is limited by voltage reliability.
VOp = Operating. Indicating performance is limited by max operating voltage(Hardware Limit).
Pwr = Power. Indicating performance is limited by total power limit.
Thrm = Thermal. Indicating performance is limited by temperature limit.
Util = Utilization. Indicating performance is limited by GPU utilization.

Example here, GPU is not being used, however GPU-z has woken the device. The GPU is not at a higher speed because the GPU usage is low. PerfCap Reason shown in the blue outline below. "
